Current situation
Civil Engineering (713 CES) has submitted a certified $4.20 million requirement to renew heating and ventilation in the FOXHOUND Recreation Center. B-01 cites FY25 Military Construction, Air Force (3300) funds, which remain current during FY27. The requirement is being considered for award as a fixed-price SABER task order to Outer Heaven Builders, LLC, the base’s current SABER holder; no order has been awarded.
B-02 is a memorandum that also serves as the requirement's performance work statement. It describes the desired heating, heat-recovery, ventilation, hydronic, and control functions without naming a manufacturer, brand, or model. Primary mechanical equipment will be placed within the eastern wall-and-ceiling service zone. A flame-resistant canvas air-distribution duct will travel lengthwise through the main room to its western edge, where the finished bottom of the duct-and-support assembly will be fourteen feet six inches above the floor. Branches serve the bar and service area, both offices, and both restrooms, but not the storage closets or electrical utility room.
B-03 places that initial route on the Recreation Center floor plan, and B-04 applies the awarded SABER coefficients to the Government's quantity, material, equipment, and labor assumptions. The target completion date is 15 September 2027. The existing system cannot reliably serve the occupied building during sustained cold-weather operations, so meeting that date is operationally important. You receive the stage requirement in [A] at the same time, and your trainer tells you these are the only two Recreation Center requirements planned at this time. Your team must decide what, if anything, should change and whether the HVAC order is ready for award.

Release at Increment 1 with [A], before either task order is awarded. B-01 is a certified requirement, not an award summary. Purpose, time, and amount are proper: the request uses FY25 Military Construction, Air Force (3300) funds; the appropriation remains current in FY27 and the $4.20 million amount is certified. Treat required project approval and notification as satisfied trainer facts, but still ask trainees to identify and verify them under 10 U.S.C. § 2805.
B-02 is deliberately a written, brand-neutral PWS. B-03 is the matching initial routing plan, and B-04 is a coefficient-based Government estimate rather than a contractor offer. The important facts are the eastern service zone, the low east-to-west canvas duct, the fourteen-foot-six-inch western finished elevation, and the straight central route toward the western area. The authors prepared the HVAC packet without awareness of [A], so the initial handouts do not mention the stage.
The 15 September date creates real schedule pressure. A direct comparison of A-02 with B-02 and B-03 reveals that the canvas duct and supports conflict with the stage’s fifteen-foot upper frame and support grid. Release B-05 only if trainees ask Civil Engineering to revise or reroute the HVAC requirement; it supersedes B-02 and replaces the straight route with perimeter legs around a western clearance zone. Incorporating B-05 or A-06 before award leads to [AG]; awarding without either leads to [AB].
