Current situation

The Mother Base Community Support Center requires major renovation and is considered equal in mission priority to Campbell Hall. The buildings have similar square footage. A signed Civil Engineering Squadron (713 CES) wall-system survey reports that every identified Community Center wall system tested negative for asbestos.

The planning package covers recreation rooms, administrative offices, a commercial kitchen, and a perpetually occupied corner table reserved for a retiree in a ghillie suit who has reportedly been waiting for bingo night since 1964. Review the file as the next major-renovation action in the FY27 workload.

Release at Increment 8 as an intentionally easy file-readiness check and as retained background for [F]. E-04 is the Government's $31.20 million division-level planning estimate and is controlled under FAR 36.203. E-05 is correct in purpose, fiscal year, project amount, and routing, but Finance has not signed the certifying-official block. Under FAR 32.702 the Contracting Officer therefore lacks written assurance that funds are available, so the amount presently available for award is $0.

The package also has not been competed among the SM-MACC-01 awardholders. After trainees read the documents, use the Trainer Addition to ask whether the requirement is ready for award and listen for purpose, time, amount, and fair opportunity. Do not offer response options. Retain E-01 through E-05 for [F]. Release the neutral E-06 factual comparison only when trainees later ask how the buildings, work, materials, plans, access, or acquisition records differ; E-06 does not decide the scope issue for them.
