Current situation
Fire Chief Vulcan Raven of Fire Emergency Services (713 CES) requests construction of a new 700-foot all-weather fire lane from the installation road to the Shadow Moses Command Post. The lane runs north-south west of Building 100 and east of the FOXHOUND Recreation Center. Work includes clearing and excavation, geotextile and engineered aggregate for freeze-thaw conditions, drainage culverts, a fire-engine turning apron, and a hydrant lateral and connection point.
The 24-foot road envelope is precisely located: its east pavement edge is 28 feet west of the Command Post west exterior wall; its centerline is 40 feet west of that wall; and its west pavement edge is 98 feet east of the Recreation Center east exterior wall. H-03 establishes this geometry. H-04 states that the alignment is the approved acquisition basis under mandatory DoD fire-protection criteria and may not be shifted merely to accommodate unrelated sitework.
The $4.16 million rural-civil requirement is fully funded in H-01 and is being planned as a separate SABER task order with Outer Heaven Builders, LLC, as the incumbent prime and Bering Fire & Water, LLC, identified for the hydrant and water-system portion. Your contracting team has also received the requirement summary, alignment and turning plan, fire-protection approval, schedule, and coefficient-based Government estimate.
