Command Post fire lane

A separate SABER order will construct a 700-foot north-south all-weather fire lane west of the Command Post. Its 24-foot road envelope lies 28 to 52 feet west of the Command Post west wall—an approved, fixed life-safety alignment that must be coordinated with [G].

Current situation

Fire Chief Vulcan Raven of Fire Emergency Services (713 CES) requests construction of a new 700-foot all-weather fire lane from the installation road to the Shadow Moses Command Post. The lane runs north-south west of Building 100 and east of the FOXHOUND Recreation Center. Work includes clearing and excavation, geotextile and engineered aggregate for freeze-thaw conditions, drainage culverts, a fire-engine turning apron, and a hydrant lateral and connection point.

The 24-foot road envelope is precisely located: its east pavement edge is 28 feet west of the Command Post west exterior wall; its centerline is 40 feet west of that wall; and its west pavement edge is 98 feet east of the Recreation Center east exterior wall. H-03 establishes this geometry. H-04 states that the alignment is the approved acquisition basis under mandatory DoD fire-protection criteria and may not be shifted merely to accommodate unrelated sitework.

The $4.16 million rural-civil requirement is fully funded in H-01 and is being planned as a separate SABER task order with Outer Heaven Builders, LLC, as the incumbent prime and Bering Fire & Water, LLC, identified for the hydrant and water-system portion. Your contracting team has also received the requirement summary, alignment and turning plan, fire-protection approval, schedule, and coefficient-based Government estimate.

Release at Increment 11 with [G]. The fire design is not defective by itself; the failure is lack of interdisciplinary coordination. UFC 3-600-01 section 9-1.1 requires qualifying facilities to have all-weather emergency access ending no farther than 33 feet from an accessible exterior door, while section 9-1.3 requires fire-lane and turnaround dimensions to comply with NFPA 1 and vehicle access to be coordinated with the installation fire department. H-04 uses those criteria and the local site constraints to fix H-03's alignment.

Trainees may proceed because Fire approved the design or request combined Fire Emergency Services (713 CES), Security Forces (713 SFS), Civil Engineering (713 CES), and Contracting (713 CONS) review. If they ask for an overlay, the later prompt-only GH-02 shows all three west boulder lines inside the road. The correct cure is revised G proposal designs through the common SM-MACC-01 channel—not moving H's nonnegotiable lane. Return to the two-option [G] response set; no separate outcome event follows.

What a strong analysis should surface

  1. UFC 3-600-01 is mandatory DoD technical criteria rather than a separate statute. Its section 9-1 access requirements and the H-04 determination make the road alignment an acquisition constraint; trainees should not casually solve the conflict by moving the road.
  2. A Fire-approved design still requires combined Fire Emergency Services (713 CES), Security Forces (713 SFS), Civil Engineering (713 CES), and Contracting (713 CONS) review when another Government project occupies the same site.
  3. Waiting until mobilization is too late for a foreseeable cross-project interface.
  4. Do not advance only the hydrant connection while leaving the fire-lane alignment conflict unresolved.
