Current situation
During an expressly released early-work package for Command Post boulder source acceptance, temporary staging, and a full-scale barrier mockup, Diamond Dogs Civil Works, LLC reports that its rented telehandler has suffered a mechanical failure. The contractor says replacement arrangements will increase costs and put the ten-day mockup window feeding the 35-percent design review at risk. Diamond Dogs asks to use the REX-45 heavy forklift owned by the Logistics Readiness Squadron (713 LRS) for ten days.
Johnny Sasaki, the 713 LRS equipment custodian, states by email that the REX-45 is “just sitting there” today. The contract requires Diamond Dogs to furnish its own equipment, but it could be modified to provide the REX-45 as Government-furnished property. Decide what analysis is required and whether the proposed modification should be made.

Release at Increment 15 after the Command Post branch is selected. This tests the complete GFP business case: commercial alternatives, mission need, Government benefit, risk, accountability, clauses, attachments, property administration, and price consideration.
Intended evidence shows a commercial replacement is available the next day, the REX-45 is LRS’s only forklift of that capacity, and its unavailability would affect deployment cargo operations. The $68,000 reduction is real consideration, even when framed as removal of the full task-order value associated with the contractor's originally planned lifting equipment, but it does not cure the FAR 45.102(b) tests: Government requirements can otherwise be met, administrative and mission risk outweigh the acquisition benefit, and furnishing the only REX-45 substantially increases Government risk. Offer only allowing or disallowing the requested GFP modification. Disallowing it and requiring commercial replacement is the intended result.
