Release at Increment 23 after the Community Center is separately acquired. This teaches that the clause concerns unusually severe weather, not every period when ordinary seasonal weather interrupts an activity.
Trainees should administer the request through Outer Heaven as the prime and obtain both the accepted historical planning baseline and the actual site-weather observations. The intended facts show eleven qualifying September days when twelve were reasonably anticipated, so deny the extension because the weather was not unusual. ‘Weather is always contractor risk’ reaches the result for the wrong reason.
Give only L-01 and L-02 initially. Release L-03 for a request concerning expected or historically anticipated weather and L-04 for a request concerning actual weather observations. No other prompt-only [L] documents remain. The task order states that FAR 52.249-10 is incorporated, so trainees may use the listed regulatory source rather than receiving a separate clause handout.
